1.
INTRODUCTION
a.
The name of the organisation is Ayr & District Pool League.
b. The League is formed for the purpose of promoting the game of pool
and fostering harmony amongst its member clubs.
c. The League will organise area heats of County and National championships
and any other competitions that may be deemed to be beneficial to it's
members.
d. Monthly League meetings will take place on the 2nd Sunday of each month
during the playing season. The meetings will take place in Shaws Bar,
Kyle Street Ayr at 12.30pm. All teams should endeavour to be represented.
2.
COMMITTEE
a.
An elected committee will manage the business of the League.
b. The Committee will have an Honorary Chairman, Secretary, Treasurer,
Team Manager, Marketing Manager, Tournament Organiser and 1 General Purpose
committee member all elected at the League's AGM.
c. The Secretary and the Treasurer (both Office Bearers) will hold office
for staggered periods as agreed by the incumbents of the posts at the
present time; this stands at - Secretary 2 years and Treasurer 3 years.
Other Committee members will hold office for one year.
d. A minimum of three members of the Committee will be required to constitute
a quorum, in order to conduct business.
e. The Treasurer will provide a balance sheet at the AGM and a current
statement, as required, at each ordinary meeting.
f. Two members of the League will be appointed as auditors.
g. Voting rights at any meeting (other than an AGM or EGM) will be restricted
to one vote per member club.
h. A member will not be allowed to vote for more than one team. The Chairman
will have a casting vote along with his deliberate vote.
i. Ordinary meetings will be held on the second Sunday in each month.
Extraordinary General Meetings can be called by any member of the Committee,
who will give his/her reasons, in writing, to the Secretary.
j. All cheques must be signed by both office bearers.
k. Any member who cannot attend the AGM can be elected to the Committee
by writing to the Secretary, intimating his/her intention to stand, and
by subsequent election by the members.
l. Honorariums will be decided at the AGM.
m. The members present at a monthly meeting will decide any issues that
require a League response or action. If there are 2 or more proposals
on any decision or issue then the voting system as per rules 2g and h
will be invoked.
3.
MEMBERSHIP
a.
League membership will be open to all teams who play 8-ball pool and their
venue is within the boundary of Ayr and District. The boundary is deemed
to be within twelve miles of Ayr town hall.
b. At the start of the season a team can sign a maximum of two International
Players, with no limit on other players.
c. All players in the League will have main residence within Ayrshire.
4.
REGISTRATION
a.
All players must be registered and signed by the team he/she plays for.
If any player signs for more than one team, the first team he/she plays
for will be their registered team.
b. If a player requests a transfer from one team to another, he/she must
obtain permission from the team captain of their original team and then
sign for the new team, whose captain will then submit details of the move
to the League Secretary. No transfers are permitted after the start of
the second half of the season.
c. Teams may sign previously unregistered players until 8pm on the night
of a game. This must be recorded on the bottom of the team sheet on the
night. Registration for this player will be £4 instead of the normal
£2 as this is a special signing allowance. If teams play a player
who has previously signed and played for another team under these circumstances
the fine for an unregistered player will be doubled to £20.
d. The annual subscriptions for teams and team members will be decided
at the AGM. (£40 and £2 respectively).
5.
GENERAL
a.
League games will be played on Thursday nights. Cup games will be played
on Wednesdays, Thursdays or Fridays. The Committee will decide venues
for the final stages of Cups.
b. League games will consist of seven singles and three doubles. Format
for cup games will be determined by the Committee but will usually either
have the same format as league games or will be seven singles only.
c. All games will commence at 8.00 pm and will require at least two signed
players from each team to be present. If less than two players from any
team are present at 8.00pm, that team shall forfeit one frame. A further
frame shall be lost every 15 minutes thereafter until such time as there
is sufficient players to start the game. Games will be continuous and
end at 11.30 pm when the score will stand.
d. In Cup games, if the score is tied at 11.30pm, a black ball, penalty
shoot out will decide the tie.
e. The home team will supply 7 drinks for the opposition for all league
games and singles in cup matches.
f. To supplement League income, a levy of £2 per team per game will
be collected at the Ordinary meetings. This applies to League games only.
g. A team can, with good reason, reschedule a game, provided they have
the agreement of the opposing team. The Committee must be informed of
any such changes to fixtures. If teams cannot agree a mutually acceptable
date, the Committee will decide.
h. The League will play by the rules of the Scottish National Pool Association
Council. If any rules alter during the season, the League will adopt these
changes as soon as is suitable The League can adopt local rules that are
sanctioned at an AGM or EGM.
6.
DEBT SUSPENSION
a.
If a team folds when in debt (owing fines, fees etc.) to the League and
50% of the players move to a new team then these players will be held
responsible for the previous debt incurred. These debts must be paid before
they are eligible to play for the new team.
7.
PROTESTS
a.
All protests must be in writing and lodged with the Secretary by 2.00
pm on the Saturday after the game involved. All protests will be examined
by the League members present at the appropriate monthly meeting who will
make a decision thereon. League members whose teams are involved in the
protest will not be permitted to be involved in the decision.
b. The Committee have the right to suspend, fine or expel any team or
team member, who have breached any of the League rules or for any act
which, in the League Member's opinion, has brought the game, or the League,
into disrepute.
c. Teams or members of teams accused of offences against these rules will
be notified and given the opportunity to defend allegations made against
them by appearing before the League members at a monthly meeting.
d. Cost of protest will be decided at the AGM. (£5.00)
8.
COMPETITIONS
a.
Only fully paid up teams and members will be eligible to enter any championships,
knockouts or any other competition organised by the League.
b. All Cup competitions, with exception of the Supercup and Consolation
Cups (these have their own entry fees) will be subject to a £5 entry
fee which replaces the £2 levy for cup games. Cup entry is compulsory
for all teams.
c. All sponsored cup games e.g. semi finals and finals must be completed.
In Cup finals the payout will be as follows: both teams receive £30
and will play for £10 per frame which brings prize money available
to the winners of £120. Any teams refusing to play these games out
will be fined £20.
d. After a draw has been made for any competition there will be no changes
or substitutes allowed at any stage. Except for doubles and 2-man team
competitions, when substitution of one of the players will be allowed
for the first round only. In addition, any player drawn to play at a venue
where he (she) has been barred can only play at that venue with the permission
of the proprietor. The draw will not be altered to suit the barred player.
e. All competitors must be present at a declared time for the Competition
draw. In addition both players must be present in the Doubles or 2 Man
Team Competitions.
d. The League members will appoint a team manager who will be responsible
for the selection of teams, or team members, to represent the League in
any matches arranged.
e. The League members will appoint a representative from our League to
the Ayrshire Pool Association meetings.
9.
CONSTITUTION
a.
Changes to the Constitution can only be discussed and passed at an AGM
or EGM.
b. Any proposed changes to the Constitution must be made at or before
an AGM or EGM and must have a seconder.
